The Official Development Assistance (ODA) of Japan is a cornerstone of its international engagement since the post-war era. Paying attention to the priorities of Japan's ODA, ranging from economic development to human security and environmental sustainability and effectiveness as a diplomatic tool in fostering international cooperation and goodwill, this paper examines Japan's ODA through the lens of its relationship with India. The case study of India, the largest recipient of Japanese ODA, and India's North Eastern states specifically reveals the program's dual focus: supporting India's infrastructure development and fostering a strong strategic partnership in the Indo-Pacific region. The analysis delves into the motivations behind Japan's ODA approach, including promoting regional stability and creating economic opportunities for Japanese firms. It also acknowledges the challenges of balancing these interests with achieving genuine development outcomes. |
